■Synopsis
In the 15th year of Kangxi's reign, despite the Emperor's (Luo Jin) wishes, continuous heavy rains cause the Yellow River to flood, resulting in extensive damage. Jin Fu (Huang Zhizhong), the Anhui Provincial Governor who personally led the efforts to protect the dikes, is held responsible, arrested, and transferred to the capital. On his journey, he meets Chen Huang (Yin Fang), who is on his way to the capital with friends to take the imperial examinations. Jin Fu informs the imperial court about the talented young man, Chen Huang. Kangxi, who was focusing on the pacification of the Three Feudatories, the漕運 (water transport), and the control of the Yellow River, appoints the upright and honest Jin Fu as the Governor-General of the Yellow River Conservancy and, despite failing the imperial examinations, employs Chen Huang, who possesses solid knowledge and passionate enthusiasm for water control, as his advisor. While navigating through corruption, bribery, and officials seeking personal gain, Jin Fu and Chen Huang embark on a major project to stabilize the Yellow River.
