Marked T.W., pattern 743, I believe the maker's marks/Hallmarks to be Birmingham, England. Possibility that it is Sheffield. Here are the most likely makers: Thomas Weir, Thomas Woolley, Thomas Wheatley, or Thomas Wilkinson & sons. 1870's to 1920's. This elevates a tablescape (napkin or sliced toast holder), or many use these as letter/mail holders. It will shine up well with polishing but I leave it as is for those that appreciate the tarnished look. 7 1/4 l x 3 1/4 w x 5 h.
