This is a Seikō Sendai Hira hakama.
There are a few small, dot-like stains, but they are not very noticeable at first glance.
It makes a rustling sound with every movement.

Made by Yasuō Kōda, a Living National Treasure and holder of Important Intangible Cultural Property.

The color is difficult to capture accurately. It's a lighter shade with a hint of brown compared to the darker images? It's not reddish like in the pictures. Perhaps a brick-red hue?

Sendai Hira is a silk textile unique to Sendai, which developed under the protection and encouragement of the Date clan.
Its most distinctive feature is the Nure-nuki technique, where untwisted raw silk threads are wetted and then tightly woven, resulting in a unique crispness that combines suppleness and firmness.
As the highest brand of hakama fabric, it is used in formal occasions such as tea ceremony, kyudo (Japanese archery), and as offerings to the Imperial family.
