The leash attaches to a D-ring on the smaller loop.  When the dog pulls, the tension causes the small loop to pull the large loop taut.  The collar tightens to a limited point (not continuing to choke) to hold the dog securely.  When the dog stops pulling, the collar relaxes comfortably.
