Purpose and Design  Primary Function: It is designed to cleanly organize accessories like neckties, belts, and lightweight scarves in a closet without taking up much horizontal rail space.   Material & Origin: Most variants of this particular design were produced during the mid-20th century (often the 1960s or 1970s).
