This is a velvet shawl from Bushoan.
The front collar is made of plain weave velvet, while the collar lining and shawl portion use supple velvet with a three-dimensional feel, giving it a luxurious appearance.

It was worn once and then stored in a closet on a hanger with a cover. There are faint storage wrinkles on the inside of the collar, but they are not visible from the outside.
