This is a kit for Shichi-Go-San (a traditional rite of passage for young children) zori shoes.
What you will receive is only the hanao (strap) and the ribbon-like fabric for the sides, as shown in the second photo.
Simply attach them with glue to white shoes that fit your child's size, and they're complete!
