This is a diamond whetstone jointly developed by Naniwa, a long-established whetstone manufacturer, and Kawaguchi Kinzoku, a specialty store for polishing and cutlery.
It seems my mother purchased it for pottery use (sanding after firing), but it remained unused with its original box.
According to the manufacturer's promotional text, The hardness particles are just right, making it ideal for sharpening thick items like hatchets.
