The steam generated from the miso covers the file surface, leading to incomplete quenching and, consequently, a dull file. Applying miso allows for uniform cooling and quenching without being surrounded by steam.
Other benefits of applying miso include preventing lead from adhering to the file and preventing carbon from escaping from the cutting edge! That's the key point.
