This appears to be a gauge for measuring the thickness of iron.

It is made of iron and has a rust-colored surface, but it is smooth and not actually rusted.
The thicker gauge is marked with the number 1, and the numbers continue sequentially as 2, 3, 4...
The gauge marked 1 is approximately 9mm, and the gauge marked 5 is approximately 6mm.
