This is an Oshie Hagoita (a decorative paddle), a traditional Japanese New Year's decoration.
Evil spirit warding: Traditionally, it is displayed as an auspicious item to ward off evil.
Oshie technique: It is made using the Oshie technique, where cotton is stuffed onto the surface of the Hagoita and fabric-covered pieces are attached to create a three-dimensional effect.
Subject: The subject in the photo is likely Fuji Musume (Wisteria Maiden), which is also famous in Kabuki performances.
