Animal Garden Faucet (2) Hummingbird?

Animal Garden Faucet (2) - Hummingbird? - **Defective**

Removed from installation by a construction company about 20 years ago.
This is a foreign-made item.

There is a significant leak from the base of the handle.
It seems to leak due to poor precision. I looked for replacement parts, but since it's foreign-made, I couldn't find any that fit, so I haven't been able to repair it.
I tried to find replacement parts, but they seem to be unavailable now.
Someone with knowledge might be able to repair it by modifying a domestically available part.
(I haven't tried this, so I don't know if it's possible.)
It comes with a screw-on adapter for quick hose connection.
It's supposed to unscrew, but it's stuck and won't come off.

While it's difficult to use as a faucet, it could be used as an object, a garden accent, or by removing just the handle part, as an animal figurine.
