Re-listed Ryzen9 9950X3D Junk Item - Cannot confirm boot, price negotiable

Facts: Purchased as a working bulk item on Yahoo Auctions.
Specific Symptoms: About three months ago, I tested it on an X870 AORUS ELITE WIFI7 ICE and experienced occasional stuttering and sometimes failed to boot. While I hadn't noticed it before, the condition of the item has changed, so I've decided to re-list it.
According to someone knowledgeable, it's highly likely that the CPU itself is on the verge of an internal short. Therefore, it may not boot at all depending on the environment... Please purchase with this risk in mind.
I suspected an IMC (Integrated Memory Controller) issue, so I reduced the peak power consumption by 30W-40W, lowered memory authentication, testing, and protection functions to a lower level, and it operated stably in a dual-channel DDR5-4800 environment! About three months ago, I sold the motherboard, but I accidentally cleared the CMOS, and the stable operating settings were lost. As a result, the buyer who tried to boot with DDR5-6400 DRAM could not start it... I finally had some free time and tried to confirm the boot earlier today (4/28 19:05), but the motherboard wouldn't even start...
I apologize to those who were considering purchasing before the chance of getting a defective junk item increased... Standby power is present, but POST does not begin, making an internal short triggering protection highly probable.
I do not have another CPU on hand, so I have not been able to isolate the issue. The motherboard used was not the one that was booting, but a limited edition ASRock B850 Challenger WiFi from Dospara, so it's not a valid comparison, and expectations should be low... This is a degraded unit that is not booting, and at least a weak unit, so please consider the past operating status only as a reference for attempting operation. Causality and reproducibility are unknown and should be treated solely as a history.
