This is a Takara Neo Blythe Cozy Cape Inspired, released in 2001.

I purchased it at the time and opened it, but then put it back in the box and stored it for a long time.
When I took it out to take pictures and removed the boots, I noticed discoloration due to plasticizer. I tried wiping it, but it did not come off. (Photos 12, 13)
The eye-changing mechanism worked.
The box has scuffs due to age.
