This is a remnant piece from a 153cm long John wetsuit (worn by someone 45kg), cut below the chest.
It was cut with scissors, so the edge is a bit uneven.
I think it can be used as a slightly short vest (30cm length) or as a remnant for camera accessories.
It has Velcro on the left shoulder.
