This is a Tsuken float, the Imotoduka model, from a blackhead bream fishing master in Kitakyushu. I purchased this item directly from Mr. Imotoduka at his shop about 20 years ago.
I remember using it a few times and recall that the white tip had excellent visibility.
It's extremely rare, to the point where you hardly ever see them anymore, making this an ultra-rare item.
