The genuine HP Mini DisplayPort to DisplayPort conversion adapter,
703216-001 / SP#708463-001, is a type that:

Is likely to support 4K output.
However, whether it supports 4K 60Hz depends on the connected devices.
Older generations may be limited to 4K 30Hz.

Overseas sales information for this model includes both retailers stating 4K@60Hz compatible and retailers stating 4K@30Hz, indicating some ambiguity in its specifications.

Since this adapter is Mini DisplayPort to DisplayPort, it has an advantage in bandwidth compared to HDMI conversion.
Specifically, if your PC supports DisplayPort 1.2 or higher, your GPU supports 4K60, and your cable is DP1.2 or higher, there is a high possibility of it working at 4K60Hz.

Conversely, with older HP laptops, DP1.1 generation devices, older monitors, or long, inexpensive cables, it is more likely to operate at 4K30Hz.

A simple way to check is, in Windows, after connecting the device, go to Display detailed settings and then Refresh rate.
3840×2160 / 60Hz → Truly 4K60 compatible
3840×2160 / 30Hz → Insufficient bandwidth
