This is an ICOM AH-4 Antenna Tuner (ATU).

- Accessories: Cables (Photo 4: Gray is an extension, about 6 meters, self-owned cable. Photo 3: Black is about 4.5 meters, cut from genuine and attached with a 4-pole connector), included manual (only what is shown in the photo, unknown if there were others), warranty card (warranty has expired).
They worked when connected.
(Tuning requires an ICOM radio or a controller (sometimes introduced online).)
I used it occasionally until around the end of last year (for experiments, such as attaching a toroidal core). (The toroidal core in the photo is non-brand. It will be sent attached as is. It did have an effect.)
I opened and connected the main unit and cables myself. It was working.
I used it with an ic706mk2gm, but I sold the radio, so I am selling this as well.
The lid has been opened, and due to age, it is considered junk.
Mounting hardware is not included.
