This is an Irish Setter from the late 90s with the dog tag.

The sole wear is not significant, and these are still wearable!
The laces are spread out (see image 6), so if you're concerned, replacing them would make them look even better. The size is likely US 7, but someone who usually wears a 26.5cm should be able to wear them.
