This is the Banshee Rifle Plate Carrier from the American gear manufacturer SHELLBACK TACTICAL.

It's a low-profile armor designed for Law Enforcement, balancing pouch expandability with ease of movement during missions. It is officially listed on the gear list of the Los Angeles Police Department (LAPD) and has been used by other law enforcement agencies such as the U.S. Marshals Service (USMS) and some U.S. Army Special Forces units.

PALS webbing is extensively featured on the front, back, cummerbund, and shoulder straps, allowing for MOLLE gear layout according to your needs. The lower front panel is integrated with a kangaroo pouch.

The cummerbund also has PALS webbing on the inside, allowing you to attach pouches internally to minimize snagging when entering and exiting vehicles or aircraft. If the cummerbund is not needed, it can be removed and replaced with quick-release buckle straps.

The front of the shoulder straps use a quick-release buckle connection system, allowing for size adjustment to fit the user and one-touch attachment/detachment. Of the three webbing straps on the shoulder, only the center one is made of highly elastic material, allowing you to route and secure radio cords or hydration tubes.
