This is a *heko-obi* (a type of soft, unstructured obi) with shirring patterns at both ends.
There are also small shirring patterns scattered throughout.
Although there is no tag, I believe it is made of pure silk.
There are some scuff marks, as shown in the 4th photo, but it is in relatively good condition.
