This is a retro Showa-era small kimono stand, or hime-ikō.
It's a smaller-than-usual kimono stand that creates a Japanese aesthetic.

Originally, it was used to hang kimono sashes (obiage) and ties (obijime), but it's also useful as a hand towel rack, for hanging lace, as an accessory display, or as interior decor.
