This is a Tsukamae, the base for the Tsuka (hilt) of a tanto or wakizashi. The white granular material covering the surface is called Samegawa (sharkskin), but in reality, ray (stingray) skin is used instead of sharkskin. This skin is wrapped around the hilt for grip, reinforcement, and decoration. The white granular parts on the surface of the Samegawa appear to be ray skin wrapped for grip and reinforcement. The particularly large grain visible in the middle of the image is called Oyatsubu (parent grain) and seems to be a precious part that can only be obtained once from a single piece of ray skin.
As this is an antique item, there are signs of age-related deterioration such as chips, scratches, dirt, peeling, stains, and color fading.
